An Open Letter to the Congressional Intelligence Oversight Committees

I write to inform you of a serious insider domestic terrorism threat. I swear before God that the following statements are true to the best of my understanding, and I pledge with my life and honor that they are correct.
I have strong reason to suspect that my father, Peter Lehman of Arcata, California, and brother, Benjamin Lehman of Portland, Oregon, have misused their positions in the U. S. Intelligence Community to mount terrorist attacks that have targeted Americans, including political leaders.
From a lifetime of observation, I suspect my father, and more recently my brother, are longterm collaborators with the Chinese Communist Party, and are carrying out an agenda of destabilizing the United States. My brother is a Chinese language specialist, he and my father visited Beijing in the spring of 2004, and I have observed what I suspect to be clandestine contacts between my family and the Chinese state on multiple occasions.
I understand that members of my family, on both my mother and father’s sides, have been involved with both organized crime and the U. S. Intelligence Community for multiple generations. My mother’s father was an engineer who worked on national security projects, his brother was a civilian procurement officer for the U. S. Navy. My father’s father’s brother was employed overseas, adjacent to the U. S. Department of State. My father talked openly of conducting research for the Department of Energy, and I have reason to believe he was employed by the National Security Agency/Central Security Service. My brother has represented to me in deniable communication that he is or was employed in the office of the Director of National Intelligence, and has made demonstrations of my family’s ability to closely influence the policies of the executive branch in both Democratic and Republican administrations.
From experience, I know that my father is involved in a clandestine, compartmentalized program of behavior modification and control on unwitting subjects that utilizes psychedelics, MDMA, amnesia-inducing drugs, torture, sexual abuse, and a battery of psychological techniques, including post-hypnotic suggestion.
From observation, and from deniable communication from my brother, I understand that my father has used a combination of this behavior modification system, other classified technology, violence and the threat of violence, informational coercion (blackmail), and funding, to de facto control the policies of business and political leaders, including members of Congress on both sides of the aisle, and above. My brother has represented to me that my family has also made significant advances in digital money laundering techniques, and concealed their involvement through the use of proxies.
From knowledge of his practices, motivations, personal animus, and compulsions, I suspect my father, assisted more recently by my brother, has used the behavior modification system I described, as well as other classified technology, to mount mass-casualty terrorist attacks, both in the U. S. and abroad.
Attacks in which I suspect my father, Peter Lehman, was involved include multiple school shootings, beginning with Stockton, 1/17/89, the Oklahoma City bombing, 4/19/95, the events of September 11th, 2001, and more recently the hammer attack that targeted Nancy Pelosi and injured Paul Pelosi, 10/28/22, the rifle attack that targeted President Trump, 7/13/24, the molotov cocktail attack that targeted Pennsylvania Governor Josh Shapiro and his family, 4/13/25, and the anti-semitic attack in Boulder, 6/1/25. Some attacks appear to be ‘false flag,’ or ‘blowback operated,’ intended to produce policy changes in opposition to the attackers’ ideology. I believe the school shooting attacks were originally meant to advance gun control legislation, which is a political issue my father expressed passionate feelings about on multiple occasions. Other attacks appear to be more straightforward reprisals, Paul Pelosi was attacked not long after Speaker Pelosi made a surprise visit to Taiwan, which angered the Chinese government.
The volume and frequency of attacks in which I suspect the behavior modification system I have described was utilized increased significantly after I confronted Peter Lehman about his criminal activity in late November of 2022.
I sent tips about my father and brother’s criminal activity to the FBI in January, February, and March of 2023. I walked into the FBI field office in San Francisco in April 2023 and was interviewed about my father and brother’s criminal activity by an individual who self-identified as an FBI special agent. I was recently contacted and interviewed at length about my father and brother’s criminal activity, on April 11th, 2025, by an individual who self-identified as a representative of, and used the published phone number of, the National Security Agency Office of Inspector General. I sent an additional tip about my father’s suspected terrorism to the FBI on the night of June 1st, 2025.

Three days (6/14/25) after this letter was posted/mailed, an attacker showing clear signs of having been manipulated by the behavior-modification system I described ambushed and shot Minnesota state representatives, killing House Speaker Emerita Melissa Hortman and her husband.
